How Microsoft Copilot Processes Your Data

Understanding Copilot's data processing architecture is essential for Malta businesses evaluating AI adoption, particularly those in regulated sectors. When a user submits a prompt to Microsoft 365 Copilot — for example, asking it to summarise a document or draft an email — the following process occurs entirely within the Microsoft cloud infrastructure:

User Prompt Submitted

The user's prompt is sent from the Microsoft 365 application (Word, Teams, Outlook, etc.) to the Copilot orchestration service within the Microsoft 365 boundary.

Grounding with Microsoft Graph

Copilot uses Microsoft Graph to retrieve relevant context — documents, emails, calendar items, Teams messages — that the user already has permission to access. This step is called "grounding" and ensures responses are based on your organisational data.

Large Language Model Processing

The prompt, combined with the grounded context, is processed by the Azure OpenAI Service. The LLM generates a response based on the combined input. Crucially, your data is not used to train the model and is not accessible to other tenants.

Response Returned

The generated response is returned to the user within the Microsoft 365 application. The response respects all access controls, sensitivity labels and DLP policies applied to the source content.

At no point in this process does your data leave the Microsoft cloud infrastructure. Prompts, responses and grounding data are not stored in any external system, not used for model training and not accessible to Microsoft employees or other tenants. This isolation is enforced at the infrastructure level through tenant boundary controls.

EU Data Boundary and Data Residency

For Malta businesses, EU data residency is a fundamental compliance requirement under GDPR. Microsoft's EU Data Boundary ensures that all Copilot data processing — including prompts, grounding data retrieval and LLM inference — occurs within European Union infrastructure. This means that when a Malta employee uses Copilot to analyse a spreadsheet, the data is processed in Microsoft's EU datacentres (primarily in Ireland and the Netherlands) and never transfers to US or other non-EU facilities.

GDPR Compliance

Microsoft Copilot operates under the Microsoft Data Protection Addendum (DPA), which contractually commits Microsoft to GDPR compliance for all data processing activities. Key GDPR-relevant aspects of Copilot's architecture include:

  • Lawful basis for processing. Copilot processes data under the same lawful basis as your existing Microsoft 365 usage. No additional GDPR consent is required for Copilot-specific processing.
  • Data minimisation. Copilot only accesses data that the specific user has permission to view. It does not perform bulk data processing or access data beyond the user's permission scope.
  • Right to erasure. When data is deleted from Microsoft 365 (documents, emails, etc.), it is no longer available to Copilot. There is no separate Copilot data store that retains deleted content.
  • Data subject access requests. Copilot interaction history can be retrieved through eDiscovery for DSAR compliance. Veracloud configures these capabilities as part of every deployment.
  • No model training on your data. Microsoft contractually commits that Copilot does not use your organisational data to train, retrain or improve AI models. Your data remains exclusively yours.

Data Classification with Microsoft Purview

Microsoft Purview sensitivity labels are the primary mechanism for classifying and protecting data within the Copilot ecosystem. When a document carries a sensitivity label — such as "Confidential," "Internal Only" or "Highly Restricted" — Copilot respects the label's protection settings throughout all interactions.

If a document is labelled "Highly Restricted" with encryption that limits access to the finance department, Copilot will not surface that document's content to users outside the finance department, even if they ask about topics that the document covers. The label's access controls are enforced at the Microsoft Graph level before Copilot ever sees the content.

Data Loss Prevention Policies

Microsoft Purview DLP policies extend their protection to Copilot interactions. When a DLP policy identifies sensitive content in a Copilot response — such as a credit card number, national ID number or protected health information — the policy action is enforced. Depending on configuration, this can mean blocking the response, redacting the sensitive data or generating an alert for compliance review.

Every Copilot interaction generates an audit log entry in Microsoft Purview. These logs capture the user identity, timestamp, application, prompt content and response content. Copilot inherits all conditional access policies configured in Microsoft Entra ID. This means you can enforce requirements such as: Copilot is only accessible from managed devices, Copilot requires multi-factor authentication, Copilot is blocked when the user is on an untrusted network, or Copilot is disabled for specific user groups during their probation period. These controls ensure that AI assistance is available only to authenticated users on trusted devices under approved conditions.

Malta-Specific Regulatory Alignment

MGA Compliance for iGaming

The Malta Gaming Authority requires licensed operators to maintain strict data protection controls. Copilot's security architecture satisfies MGA Technical Standard requirements for data processing within approved jurisdictions, access control enforcement, audit trail maintenance and data classification. Common Security Concerns Addressed

Can Copilot access data I do not have permission to view?

No. Copilot uses Microsoft Graph with the requesting user's permissions. It cannot access any content that the user could not already access through normal Microsoft 365 usage. Does Microsoft use my data to train AI models?

No. Microsoft contractually commits in the Data Protection Addendum that organisational data processed by Copilot is not used to train, retrain or improve any AI models. Your data is processed for the sole purpose of generating the response to the user's prompt.

Can Microsoft employees see my Copilot interactions?

No. Copilot interactions are processed within the tenant boundary with the same isolation guarantees as all other Microsoft 365 data. Microsoft support engineers cannot access your Copilot interaction data without explicit customer-initiated access grants through Customer Lockbox.

Is Copilot safe for processing personal data under GDPR?

What happens to Copilot data if we cancel our subscription?

Copilot does not maintain a separate data store. All organisational data accessed by Copilot resides in your existing Microsoft 365 services (SharePoint, OneDrive, Exchange). If you cancel the Copilot add-on, the AI functionality is removed but your data remains unchanged.
